Age groups

What are your policies regarding ther younger age groups? I'm just dealing with an enquiry for a 3yo party and it's got me thinking.

Would you say over 3's are fine.
Under 3's the balloon is given to a parent and warned about choking hazzard.

Why give the balloons to the parents? You know they're going to give them to their kid. If the child chokes on it the parents will blame you. They can say you didn't explain it properly. Would they really give a balloon to their kid if they had really understood it could kill them?
I don't give balloons to kids under three, and I don't give them to the parents because I know they'll give them to their kids.

I'll look into this a bit more but I think it may be best to have a '3 and over' rule, pretty much the same as face painting.
