Or when the vandals cut them off to take home or inhale. Mind you maybe they do not get vandals in Korea?

I don't really think they are going to save much, if anything, once you factor in the cost of the balloons and helium!  The price of helium is crazy high, as we all know.

Noticed at about 1min. 29 secs there appears to be a roller-coaster in the background, are they common in Korean car-parks??? :)
